Can we lower Quinn's vault cooldown by 1 second?

Actually I don't think it needs a buff on vault. I think her bonuses for hitting her marked target should be a little more noticeable so she actually feels like she is getting a reward for following up on her mark.

give her the caitlyn treatment, armor pen on the mark.

Then again, that's not really noticeable, except on tanks. (Quinn top anyone?)

she gets bonus damage, move speed, as well as attack speed, but none of them are really noticeable other than the damage. If you are looking for it you can see the other two but you actually have to be looking for it. Opponents don't ever notice it and thus I think it should be a little more powerful to make it feel like it does what it is supposed to do.

Something needs to be done about her early game damage. If a range champion cannot bully a nasus who just has item 3024 then she is worthless
