Why does Riot refuse to change what makes certain champions problematic?

Let's look at Lucian first.

Lucians problem has always been the Lightslinger passive, Always.

To compensate for the passive, Riot was forced to nerf his kit so hard, so goddamn hard it saddens me.

Like, they removed his E Slow removal, increased his R cooldown, completely gutted the base damage and removed the AD Scaling from his W, nerfed Piercing Light, took away 50 range and played around with his base stats.

All this before they nerfed what made Lucian Broken, Lightslinger.

So, Now Lucian is an underwhelming champion with a medicore-at-best Kit and an early game nerfed passive.

Lucian has always been a champion carried solely by his Lightslinger. His extremely powerful early game is what carried Lucian into the mid game.

What I don't understand is why Riot didn't just straight up gut the passive in the very first changes they did to Lucian.

Maybe all the other nerfs wouldn't be necessary, who knows.

Same happened with Kassadin.

They reworked him but his Riftwalk was almost left intact.

Why couldn't they just give more counterplay to the Ultimate, like a small wind up time like Aatrox on his Q.

Kassadin is still problematic to this very day because his Riftwalk was almost left intact.

Now with Lee Sin.

How comes nothing happens to Lee Sin? He has been a top tier pick both in SoloQ and in Esports since forever.

Why is he allowed to have such stupid mobility and base damage, he is literally allowed to build nothing but tank and still win straight up fights?

Removing his E Atk Speed slow aint gonna do shit when the broken aspects of his kit are left intact.

Finally, why was Zac nerfed to the ground when Gnar literally does what Zac did, but better?

Both were taken to the top lane. Why almost never saw a jungle Zac in the LCS as he was forced to level his E first.

Both had stupidly strong early games. One has annoying ranged poke and kiting potential while the other had sustain and a revive passive.

Both dealt good damage with no damage items whatsoever. Gnar actually deals Mix Damage while Zac was full on Magical.

Both were huge teamfight disruptors.

One was nerfed to the ground, the other one is had slight tweaks at best.

Why?

i honestly have no idea why riot does this, also the Relentless pursuit slow removal was justified when they made him stupidly broken in 4.12

I've given up on understanding Riot's balance philosophy. At one point I thought I agreed with Riot, then my beliefs seemed to be the antithesis of theirs, then I'm back to agreeing, and my stance has remained static the entire time.

It's harder to fix Riftwalk since they actually try to make him a lower damage champion for it, and it's a large part of his character. The problem is mainly that they insist on keeping him an assassin IMO

Riot prefers to leave the calling card of a champion strong, because that's the thing that makes a champion feel distinct from other champions.

If you nerf Riftwalk, Kassadin ends up feeling much more similar to other champions. Nerfing W, Kassadin players won't care nearly so much.
