Suggestion for Lane Smite

Add the following to skirmisher's/stalker's:

Passive: Killing a large monster, champion kills and assists provide 1 stack of challenging/chilling smite. You can store up to 12 stacks.

Active: Consume 3 stacks of challenging/chilling smite to target an enemy champion, ...

The above still keeps smite useful if you want it for end-game team fights and objective control, but substantially impairs its usefulness in lane because you won't have enough stacks to use it on your opponent every 60 seconds. It also provides Riot another balancing tool because you can adjust the number of stacks consumed rather than the strength of the effect.

Bonus: Use this system to make poacher's more powerful. Killing large monster's in the enemy jungle provides 10 bonus gold, reduces the cooldown of smite by 15 seconds, and 1 stack of poacher's smite. Champion kills and assists provide 1 stack of poacher's smite. Consume 3 stacks to use smite on yourself, providing a 175% MS boost that decays over 2 seconds.

Not entirely convinced but I think it's a healthier direction than the current smites.

This isn't a bad idea, because something needs to be done about skimishers top (devourer is less of an issue), but I don't think this is the right solution.

Just like conservation stacks in the previous jungle, if you fall behind as a team with skimishers, there will be very few opportunities to actually get those stacks to continue to use the smite the way it was intended. This will turn the smite into essentially an unupgraded smite the further behind you are, which just feels bad.
