Idea: Tribunal Improvement

Tribunal should be adjusted so reviewers can assign a weight to show how serious they believe a player's violation was. Specifically, pardon/punish should be replaced with pardon/light punish/severe punish (or some similar system).

The main benefit is that highly toxic players (such as permabanned player's that create new accounts) will get multiple severe punish verdicts, allowing the system to skip straight to more severe punishments and reaching permaban sooner. It might also benefit reforming players, who could potentially get a warning from a light punishment verdict following a prior ban which encouraged them to use improved, but not quite good enough, behavior.

I have to add onto to this as well because in my experience in the Tribunal I've seen some gruesome cases being lightly punished and I find that to be frustrating also include a "Fill out a report" as the player chooses to either punish or pardon as an option to clarify why the player should or should not be punished or pardoned because while the system does well enough and the history of it. I and possibly other players would agree the Tribunal would need to be updated for this new season to improve the community even if it is just a little. I've had a case where a player was spouting out in all chat dirty comments throughout the game that was highly unnecessary for the other players. Please Riot, improve the Tribunal system and its judges.

id would like video clips of the game to go with the reports ive had on the tribunal. ive had some games with premades that would make up stories in the chat to get people provoked and then report them when they didn't really do nothing other then react in the wrong way. just going by chat alone people could just insert stuff in chat during the game to throw it off sometimes id think. besides that ive had quiet a few bad games experiences and it tends to start in the que lobby when no one can figure a lane they either instalock and troll and people get stubborn quiet off it seems and does the same thing .
