P.S. Would Cinderhulk suck completely on champs like Wu, J4, and Vi when compared to Warriors?

You have to question what you do with those champions to decide

Are you going to gank a lot with them? Are you going to farm most of the game? Do you have poor sustain? Is your clear time terrible? Do you plan to go tank? etc. etc. There's no best item. It's all dependent on what you plan to do with the champ

I doubt you should be doing Shen jungle, though.
