Hey, dont get me wrong, I love that Quinn is out of the trash can...
But right now shes a bit over the Top... A few nerfs might be needed, especially for her Q and passive.

She's already getting some nerfs on her Q. And no, the passive doesn't need nerfs
Surrender@20 Quinn
Base Damage lowered to 54.46 from 56.46
Blinding Assault (Q)
Mana cost increased to 50/55/60/65/70 from 50 at all ranks
Damage lowered to 20/45/70/95/120 from 25/55/85/115/145
Total AD scaling reduced to .8/.9/1/1.1/1.2 from .8/.95/1.1/1.25/1.4
Wish granted :D Though, this is for the PBE. The changes are tentative.
Tentative, but they look rather decent. No gutting, just putting some numbers back into line. And that mana cost is not going to be a problem after Essence Reaver (which is pretty much core on Quinn, anyway).
TBH, I never build essence reaver on quinn. By end game, her ult has no mana cost, so the regen becomes unnecessary. I prefer to be conservative with basic abilties and run BT into IE and shiv or firecannon, depending.
That's what I first thought, too. And then I tried Essence Reaver, and found the CdR to be the more valuable component for her, compared to the mana part.
Lesson learned (for me, at least): Essence Reaver is not just about the mana regen it gives. Rather, you primarily purchase it if you want your game to be based around a combination of auto-attacks and abilities for damage. And I'd wager that, for Quinn's optimal case, Essence Reaver can increase your damage further than Infinity Edge.
HAHA! Over the Top. I see what you did there!
Also, her Q is getting decent nerfs on the PBE.
Everybody complains about the Q but i really don't have any issue with it. It's just that damn R.
