This may just be because i like playing burst mages. But it just feels like its way too strong right now. Theres basically no reason not to get it for an ad champ if there is any magic damage on the other side.

the pen put it over the top as a must have to completely wreck mages. its not enough for them to have 19 starting armor....
the main issue is theres no equivalent counter item against AD's.
its just defensive build, or "outskill with some pure AP rush"
On the flipside, it's just recently becoming a popular buy again. Pre-season 6, I haven't seen many players build it at all. It's like saying Zhonya's is way too strong on mages (which in some occurrences it feels like it .).
I used to build it in Season 5 on bruisers, mostly. Now they've made it more an assassin item for some reason.
It's kind of like Zhonya's, but with better stats and build path. Hexdrinker is ridiculously cheap to boot and provides the passive shield of Maw. It also doesn't have to be stacked, unlike Seeker's Armguard.
I'd argue that might change slightly once the new item comes. Right now, you just don't give up anything for maw, as after yomuun's, maw is simply the best damage item for casters(wich can either be seen as maw beeing overtuned, or ad-casters lacking damge options)
IMO, it having armor pen just makes it a dumb idea to not buy it if there's any sort of carry AP
