Swain's Ult
Give it a 120 second cd, so a swain doesn't have to be oom to die. It's sort of unhealthy game play as it stands.

He's a damage over time champion that relies on his ult to do anything... but you want to push his ult to a higher CD than high burst mages? Makes no sense....
Unhealthy as in you feel you can't kill it? Because thats a lie. It also forcefully makes him OOM on its own anyways.

His ult is fine the way it is, just burst him down or shut him down early.
He doesn't have to be oom to die.
Swain is balanced totally fine right now in general.
If you think he is annoying to play against, ban him.
