Asking for Champion Buffs...
Is a whole lot like asking a school principal to fix student grades. What you will end up with is a late delivery on a heavy handed approach. RIOTs idea of fixing a champion, for 8 solid years, has been to break that champion first, and then placate the playerbase with a slow, tedious path back to exactly where that champion started.
Here is a secret: MOST CHAMPIONS ARE FINE.
Keyword being most.
They have low play rates because over 80% of players demand to only play, or even be in a game with, what they saw in last season's tournaments. They are convinced of viability, of all aspects of game play, based on one time actions taken to counter specific instances come across in tournaments.
All of that said - yes some champions are broken as hell. How many YEARS has Vayne been banned at higher levels of play? RIOT doesn't care. They could have fixed her a week after she was released (I was there, it was horrible), and yet their solution to this was to remove an item from the game (crippling Warwick until he was remade). It gives them a static ban system, so that they can rework champions, and release champions, without any real worry of effecting the static tournament environment... aka their money is consistent. It's business.
What, instead, you should be asking for, as opposed to your pet champion being buffed (mine is TF... promised a rework six damn years ago)? It is for rebalancing between similar champions. Why does Darius beat out Garen? Higher flat damage, while still being as tanky... with a short range hard CC and a reusable ult. That'd be it. Garen has a single target shut down, and operates like a bruiser... a class of champion that has been slowly killed through reworks.
In Conclusion
Ask for balancing, not buffing. Buffing ends painfully for everyone.
