What would people think of a negative passive?

As in, a passive that is something that makes the champion worse? for example, if they want the juggernauts to be slow but hard hitting, why dont we make a champion with a passive where they cant gain movement speed, at all. no boots, no champ boosts, no ghost. but in return, they can hit like a truck. to balance this, we could give them a slow resistace like MasterYi ultimate. I think it would make it clear what the weakness of a champion is, since it is build into their kit. Thoughts? Also some more examples of a negative weakness and what kind of kit would you put it on?

It's not negative then it's compensation.

Something negative is when there are only drawbacks but nothing positive

Something positive is when there are only positives but no drawbacks (Ex. Most champions)

As far as both in one go? I think the only champions with this idea are Kalista and/or Ashe

We already have two of them. Rumble's is extremely stupid. Gnar's is . . . fine, but it would be better if his transformation mechanic were on his ult and he got a real passive.

It's not going to happen because it's not fun. Nobody would play a champion where one of their ability slots is taken up by something that just makes it harder to do their job. You can give champions weaknesses without wasting an ability/tooltip on them.

Why not just give them low base movespeed?

Kallista already has one of those, and on the upcoming patch Caitlyn gains one as well.
