Ok so his ulti does true dmg cool. But with the new changes to him hes just wayyyyyy to strong right now he was completely relevant all game with alot of utility and huge amounts of dmg and tankiness i dont even know the draw back to him right now.

AD bruisers aka "juggernauts" got a bunch of great new items that let them get damage without sacrificing defenses, and Garen's rework made him more relevant late game. You're just too used to him spinning around uselessly after 30 minutes.

might sound stupid, but its really how it is. i honestly dont know if the rework improved him or not.
early game, he does feel a bit weaker. but lategame a bit stronger i guess. i also dont build much defense on him beyond dead mans plate and hexdrinker. the main difference i noticed, is that i seem to need swifties a lot more due to the weaker q.

having 1300 AoE damage on his E late game while building mostly tank is nothing to laugh at.
I honestly think they need to nerf his AD scaling on Judgment to justify his new ult, % damage reduction and MS boost with slow removal.
If it was only base AD instead of total AD on Judgment that would likely make him better balanced but 861 AoE damage at level 16 with no bonus AD is crazy.

He's even easier to kite than he was before 5.16..That's pretty much it. You're also not helpless for as long when he Silences you. Other than that he's been buffed all around.
