I understand it does have a cd, but like I said there is a threshold on how short an ults base cd is, that will allow a champion to take the rune.

its not invalid on champs with short ults cooldown. it is invalid on champs who dont have an ult

Do you seriously not see the similarities here? Mantra for all intents and purposes is a form change, like Elise, Nidalee, and Jayce, except it doesn't physically change her into something else. There's no reason whatsoever Karma's Mantra should act like an ultimate when Elise, Nidalee, and Jayce's Rs do not.

NO it dont ... elise, nid and jayce all change forms... elise /nid from creature into human, jayce from range to melee...
karma's R empowers her abilities to do something more therefore it isnt the same
