They were thinking about echo having a slow reduction even though his can also be a stun and said hay all champs should have a rapidly decaying slow like echo.

In other words they weren't. His W is all but useless since this nerff for no reason.

He also failed to receive any mana buffs when the mana pots and clarity was removed.

Plus his ult has been getting more indirect nerrfs

What to say ,RITO guys obviously don't like Karthus ;D... some ADC champs got enormous buff ..and all of them got incredible item buff on ..zed is idoticly strong (60 % ban on ranked tells everything about it) and Karthus is getting more and more out of chance to be viable..and all i have seen on Karthus are nerfs XD.....I think he's Q Delay needs to be lovered to 0,25 sec from 0,5 in any way during the game and his slow on w returned to normal... if adc champs now can carry without much help of others why Karthus can't
