Just played a top lane sivir against a mao. He built full armor tank and had the same or more attack speed than me the entire game even when I had attack speed items. This is just plain wrong. Why the hell does a tank have more base attack speed than an adc?

Champions usually start weak in certain areas that they are expected to itemize into. Marksmen that enjoy building attack speed tend to have low attack speed as a result.
The opposite is also true, champions who don't build into a stat typically have decent growth in it. That is why tanks, specifically the ones that go to solo lanes, have decent attack speed from the start onward.
