Just played a top lane sivir against a mao. He built full armor tank and had the same or more attack speed than me the entire game even when I had attack speed items. This is just plain wrong. Why the hell does a tank have more base attack speed than an adc?

redniwediS1 votesChampions usually start weak in certain areas that they are expected to itemize into. Marksmen that enjoy building attack speed tend to have low attack speed as a result.
The opposite is also true, champions who don't build into a stat typically have decent growth in it. That is why tanks, specifically the ones that go to solo lanes, have decent attack speed from the start onward.

redniwediS3 votesChampion starting stats also are typically designed to help a champion where they are weakest early. That's why Zed has one of the highest level 1 MRs in the game.
Marksmen typically have supports level 1, so their defensive stats are not as pronounced.

For attack speed, wiki says mao starts at .694 and scales to a total of 51.4% bonus attack speed by level 18. Sivir starts less at .625 and only scales 27.2% by level 18.
Sivir armor is 31 - 86.3. Mao is 39 - 107.
So he starts and outscales her in both attack speed AND armor.
But it gets worse. What about base damage?
Sivir: 65 - 106 Mao: 63.5 - 119.6
With non-item stats like that, it's HEAVILY SKEWED towards the tank.
redniwediS1 votesMelee champions also almost always have higher defensive stats than ranged, particularly the ones who lane. The reason for this should be pretty obvious.
For base damage Sivir typically builds damage, so she has less. Maokai does not build damage, yet is expected to solo lane, so he gets more to help with clearing minions.
Armor has most champions starting off realistically equal, and the scaling is based off what job that champion is supposed to accomplish. With how armor actually works a difference of 20 means practically nothing end game, so growth at that point simply doesn't matter and is overwritten by itemization.
