Yeah that's the problem.

Nobody knows how to deal with him yet, and whether or not he's balanced is a total crapshoot.

But that's why they have PBE. To check balances, trust me the big thing he has is mobility which is easy to deal with. Only thing that can be slightly broken is his ultimate CD during engage disengage engage teamfights

Nope, riot doesn't use PBE to test balance. They use it to weed out all the gamebreaking bugs that occur whenever a champion is released.

They pull things from PBE that don't hit the mark, but they do so very rarely.

Lee Sin and Riven had reworks on there a long time ago that didn't go through because they were pretty terrible.

Do it the OW way. Wait a while before letting him into ranked but allow him immediately in normals.

It’ll be rough. It’s like if you ban him you throw away a ban that can be used on someone problematic or that might cause a bit of a problem in laning.

Don’t ban him and someone picks them for the very first game (not accounting for the other changes that just happened or the fact they have no idea on how to use them).
