Every ADC is a hypercarry theses days. Even Lucian and Sivir are late game hypercarries with the current Meta. Kog has to be a hypercarry squared to be the immobile hypercarry.
Its time to reduce damage across the board.

I'm left to wonder how much of this is a problem with Kog and how much is a problem with Hurricane.
Hurricane is fine on most of the cast, but since Kog deals mostly OnHit damage it's pretty absurd on him.
