I think they meant it as "even for OTHER early game-oriented champions". Like he's taking over too reliably vs someone like lee sin or nidalee.
That or rito is dumb dumb.
Like that time they said Garen's early game was too oppressive and that he was "spinning his way" to victory too easily.

Riot just got their office painted and now they're all high on the fumes of the colors, and because they work underground like the code gremlins they are ventilation is rather poor. Give them a bit of time and I'm sure the fumes will clear up and they'll come to their senses.

But i think his scaling enhances his early game still, regardless of when it comes into full effect.
That -3 AD is a big difference!! WOW. People like to note how they nerfed Dark Harvest too, but he can use Fleet Footwork or even PTA sometimes so thats negligible, he was already a top jungler before it became popular.

The correct nerf for Graves is a nerf to Stormrazor and we can't nerf Bot lane ADCs or the world will end so this is what we get.
