I understand by the time he hits level 18 he'll have a little more AP.
Makes his early/mid game weaker tho :/

As a Viktor main I can say he can stand to have some balance changes. He is not necessarily overbearing, I guarantee you he will see much less play once the Assassins and longer ranged Mages come back into play. He is a champ that can be fixed with number changes so im not sure why they are changing his cores so dramatically. He can no longer rely on buying his Hex Core first item and is forced into Athenes or Morellos. Without that first item he cant augment his E therefore removing his ability to trade efficiently or push the wave. Basically this nerf removes a ton of the fun that was his passive. You no longer have a choice as to when you buy the item, your simply forced into buying it past level 10 when the stats are worth it.
hes currently in the top 10 banrate, and abused in asian LCS a lot, hes a pick/ban champ in LCS current, his AP ratio is on his Q is the reason why its op, while if you were to buy a lich bane with that it would be over 1k damage from it
