Demacia is full blown monarchy with birthright determining most of your life (Quinn is pretty much the only exception) and rules and traditions controlling everyday life. Noxus is like a nation built around Darwinism, where you can get rich or die trying and whatever you want to do can be achieved by sort of power.
Neither sound very appealing for people who grew up in democracies and rather peacefull lifes, but I wonder why Noxus gets so much flak when Demacia isn't a place you would want to live in either.
