Riot has rewarded good behavior multiple times a few examples I can think about are Icons, skins around new year 2 or 3 years ago, the event where you had to work as a team with others of the community the biggest prize was Pool party Mundo etc.

Loon op Zand1 votesBut people ''farmed'' for the Medieval Twitch skin and Grey Warwick skin as well. Riot can make a system that goes against farming for these icons somehow, I am sure they can come up with a clever way of avoiding that.
