Why does the guy takes damage when the wave is coming out of the grounds but not when it splashed on him ?

Wall made out of wind > Giant rushing wall of water moving with enough force to break concrete and bend steel.
Nothing scarier than trying to outrun the Nami wave when youre on 20 hp. Had that happen to me the other day.
