Tuning Bloodrazor to be a desirable item

In its current state Bloodrazor less than optimal. 50% attack speed and 4% max hp physical damage on hit. Decent stats, but compared to 60 ad + 10% cdr, 60 ap and 7% move speed or 400 hp and a scaling passive... well its lack luster. The bloodrazor fantasy item wise is farm up early and have a mid/late game spike. Shyvana, Xin Zhao, Master Yi, Udyr, Warwick, Jax, Kindred, Tryndamere etc. All champs who would greatly benefit from one single stat, but find it really hard to itemize without a clunky build or horrible stats for what they need. So why not reduce it to be 3% damage on hit like it was on release and add 10% flat lifesteal to the item. No need to build a BoRK and toss aside some tank stats for dueling power, just tweak the power of an existing item to make it better aligned with the items fantasy.

I don't think reducing its damage and adding lifesteal to it is a good solution. Sure, it's a slight net buff, but it doesn't fit with the theme of the item, which is "a DPS item good against health stackers". Instead, I think they should add a second passive to it, something like 2% Armor Reduction stacking up to 10%.

I think part of the issue is that riot wrongfully assumes that botrk is the most desirable item for on hit champs, when it is really either TF for basically every melee option and botrk is basically only core on kalista
