I know you INTENDED for that to make it a lot easier to land his W-Q combo with higher ping. The problem is that lowering his W speed did nothing but make the combo extremely awkward to pull off.

Balancing the game around high ping is just a bad idea, since what wins games on lots of champions is how fast your cancelling/combos/reactions are. Connection quality is a completely separate thing from game balance, and should stay that way.
