Why does heim have to be so useless? literally every game, there is at least one person who counters him. He needs turret range, maybe sustain... or something. Why would you want a useless champ?

Mostly because he’s a specialist. He doesn’t fit into any particular role in the game, so being effective with him is different than with most champions.
I’m not saying he’s difficult, he’s just weird, so unless you play him a LOT he’s going to be useless.
You have one recent game with Heimer, play him more and learn him more in depth and you will realize he can be very useful and adaptive if you know how to play him correctly.
He's pretty good, but he is so easy to counter. some champs dont even care about his turret or ulted w, and the stun is pretty short if it even lands.
