Since the passive deals 8% of the target's current hp, each hit does less and less damage. It basically counters itself Do the game designers have any idea what they're doing???

That's the idea. It's an item that is good against tanks and bad against squishies.

consider it against a tank though, if they have 5k hp, you do 400 extra damage that first hit

also, it can't be TOO good because it has a % hp based nuke

Has pretty good synergy. Deals 8% of the target's current hp on every autoattack, then gives a tun of attack speed to land more autoattacks to frequently proc its own passive.

Not every item has to have synergy with itself. Trade-offs is the whole point of the game.

Otherwise why don't we just make every champ deal 9999999 damage on hit and have 9999999 HP with 999999 armor?
