He's a tanky assassin capable of 1-shotting anyone he wants with ult and then tanking the other 4 enemies while dealing insane damage. I don't see how riot could consider this even close to "balanced."

As you said QSS invalidates his ult, building a 
helps with his lifesteal and after his ult is gone he doesn't have anything to gap close with. Unless he builds a BORTK but by the time he uses it you should have some help. Itemization is what's most effective against Warwick. (CC is pretty effective as well.)
lol @ WW doing insane amounts of damage. yeah maybe if u cant finish the game in an hour and hes got like 100 stacks on his flare.

QSS makes Warwick ult deal 0 damage since Warwick ult cancels when his target is out of range.
You know about this item yet you complain about Warwick being an assassin (that relies on one spell to do most of his damage)
Why.
Because QSS has a gold cost?
Then CC should work on Warwick because in both cases the player must sacrifice money for CC cancellation.
You broke your own post by implying "I know how to counter Warwick but he's overpowered anyways".
warwick won't even one-shot an adc with his ult unless he has a build that will get him killed before the ult duration is even finished.
