QoL Buff for Lissandra and Nunu

I'm sure Lissandra is due for some work down the line and I know Nunu's in the VGU list- but until then could they stop being punished for having their innate passives?

Every X seconds, Lissandra's next spell costs no mana. Nice right? Every X attacks, Nunu's next ability costs no mana plus gets an additional rank of power. Nice(r) right? Except that means when you cast spells with that buff- won't react to it. So far as I know off the top of my head- only Lissandra and Nunu are gimped in this fashion (exempting transformation champs). It's an annoying feature of innates that are already fairly lackluster to begin with.

I'm sure the coding is like that to prevent transformation champions like Nid, Jayce, and Elyse from abusing tear but Lissandra and Nunu have no such abuse available to them. I'm aware this is hardly a gamebreaking issue but it's just something that would be nice if it were changed. Is there some way to tinker with your pasta in order for tear and catalyst to work even on Liss and Nunu's 'free' abilities?
