Ardent Censer applying on shields doesn't make sense

Consider the shields of Sion and Nautilus, particularly the damage they provide should their shields stay up. They create an interesting gameplay dynamic where the enemy team should otherwise want to ignore them (at least after they front load their cc) while Sion and Nautilus demand their attention or suffer an extra layer of damage. Ardent Censer simply doesn't provide this.

It's not rocket science to figure out this item is best suited for ADCs and the occasional melee carry. Unlike Sion and Nautilus, these champions already come with targets printed onto their heads. This means that there's no dynamic; no depth in gameplay created for utilizing Censer's strengths. It's an item that exists purely for the sake of raw power and statsticking. It doesn't even add much depth to a champion's build like Infinity Edge does for anybody that doesn't have built in crits. If healing and shielding is out of control right now in the meta, we need to address the item that only has the purpose of escalating the problem even further.

On a related note, Ardent Censer applying on heal is almost contradictory in a way, and suffers similar if not the exact same issues as the passive applying on shields.

In other words, you just don't like the item? Because you just argued that it shouldn't be used upon healing someone or upon shielding someone, and that is the only ways you can apply it.
