there is really no reason for the "fill" option
its just a 2nd button for support (if solo or small group)
maybe if you hit fill, give 1 role you pick to NOT play as

It's just there to guarantee a short queue time. For us solo support players, it's pretty handy and allows for different roles from time to time. If you want to avoid a role so badly, there's no harm in waiting a "few" more minutes.
The real issue here is that if you pick fill or support you end up with support which make anyone that mains a role and then support impossible to play its main role which is ridiculous
