Those champs are on the rework list. Champs on the rework list are ineligible for skins, as there's no point in making sins and remaking them again a few months later. Yorick will get some skins after his update, as will Urgot. Cass and Zyra just got off the update list, so did Taric. The ugly champs will get their time soon enough.
Why give skins to guys who have restrictive tech that are going to have to gutted and rebuilt from the ground-up anyway?
Riot has said repeatedly that A) those champion's rigs and models are so outdated that If they DID make a new skin for those champs, it'd end up being 1350-1850 tier skin simply because of all the rigging, animation, and particle work that'd have to into them.
Both are slated for entire VGUs in the near future as well (within the next year-year and half.) This means that any skins would have to be completely redone to match the NEW models and rigging. Overall, it's just a giant waste of resources.
it's not about how many skins a champion has, it's about whether or not the skin for that specific champion fits the theme, and take into account that his last skin was in May 2015, that's 1 year difference.
