Fizz's W passive deals more dmg and has the 4% of missing health as magic dmg over 3 sec
and his activate on it is less dmg but for 6 seconds
anyone know why i would ever activate Fizz's W when his passive is way better?

If you activate it, you get the passive DoT damage AND additional on-hit damage.
Penns1 votesIf you activate it you get a buff that lasts for 6 seconds, it doesnt do damage over 6 seconds. The passive stays the same + you do 10 bonus magic damage (at rank 1) with every auto attack for those 6 seconds.

passives stay on unless something says otherwise in general
Niyumi1 votesWhen you turn on W, you don't lose the passive effect. You gain an additional bit of damage per hit on top of the periodic damage.
