Give Tibbers a travel time, Maokai sapling style (of course, it would be faster than maokai's).
If she wants to land Tibbers on enemies for a stun, she has to risk missing. If she wants to land it on them for damage, she has to stun them with Q or W first, lowering the number of targets she hits with the stun.

With annie you have to either walk towards them and eat all the incoming poke or flash+tibbers which makes the cd 300 sec and leave you without a escape so risk wise she takes quite a lot of risks. Having traveling time won't change much because it will prbably be the same speed as gragas ult.
