Because of the 0.5 second cast time on Veigar's E plus the 0.75 second delay, it takes 1.25 seconds total for Event Horizon's stun to begin. 1.25 seconds is long enough for most champions to WALK out of Event Horizon before the stun starts running. I like the rest of Veigar's changes but this change took a skill that was previously on par with some ultimates and made it useless against any player who's actually paying attention (basically, Silver+).

Veigar's E delay might be fine if you added a change like this:

After the stun has activated, champions inside Event Horizon cannot use blinks or dashes.

This would give Veigar some basic form of counterplay against LeBlanc and Zed, both of whom hard counter Veigar at the moment because of their ability to jump on top of him, burst him, and then blink out of what should have been an Event Horizon stun under tower.

You have 1.25 seconds to get out of the damn ring before you lose your ability to gapclose, during which time you also CAN USE YOUR GAPCLOSERS. If you somehow get trapped in there against a champion who has NO OTHER CC, you deserve all the damage you get.

should read as

After the stun has activated, champion blinks and dashes cannot leave past the perimeter.

In other words if they try to, they get stunned
