This is NOT because garen is too weak or too strong atm, but his kit can be far more interesting than it is now.

Passive: Perseverance Each time Garen lands physical damage to an enemy champion, Garen gains one stack Perseverance for 5 seconds up to a max of 30 stacks Garen regenerates 5% base health regeneration per second for 5 seconds for each stack of Perseverance At 30 stacks, Garen enters Demacia’s Might for 10 seconds. During this time, Garen’s health regen is doubled, his size increases, and Judgement (E) has 50% Critically Strike chance.

Garen needs more synergy between his abilities (Q,W,E, R) and his passive. His abilities feel like they are designed to go into a fight, where as his passive rewards me for staying out of a fight. The passive is called “Perseverance”, so this should mean that he will stay alive longer than anyone else, WHILE IN THE MIDDLE of the battle. This passive alone should be enough encompass what Garen is at his core, the sturdiest soldier on all of Demacia. High stack cap is designed so that it is almost impossible to max stacks in solo lane. Demacia's Might should only be activated in large teamfights, where he tends to fall off.

Just to clarify 5% base health regen (or 5% hp/5)/stack 1 stack= 5% base health regen 10 stacks= 50% base health regen, same as item 1006 20 stacks= 100% base health regen, 30 stacks (Demacia's Might activated)= 300% base health regen This particular stat DOES NOT SCALE WITH HEALTH ITEMS. Meaning, with this reworked passive, that Full Offensive Garen and a Full Tank Garen will regen health at the same rate. This will give Garen a lot more freedom in his item selection. He is not forced to buy health items to make his passive relevant.

Mechanically, Q, E, W, R do not need to change drastically. For better stack juggling, cooldowns on each may need to be adjusted and damage may need to be adjusted in response to that. The Villian concept can still stay, but true damage should be removed from everything except for his Ultimate (basically a stronger execute for villians). Let me know what you think.

this passive makes it so that if he falls behind/has a rough lane, its useless entirely. if you give him this passive, he will have the same problems as tryndamere and will be unplayable aswell.

Eh. I gotta say that I don't really like it. I don't think that it makes him more interesting. It just makes him...well Darius. This whole thing just screams Darius. I know the two are meant to be similar, but Garen is not Darius with a sword and white and blue armor. There is also a little bit of old Fiora there. It feels like you are trying to get Garen to build more damage items and let in combat regen to the work of keeping him alive (like Fiora). Or at least give him that option.

Thematically those don't fit. Garen is different than Darius and the two passives being basically opposites reflect that. We don't need to make Garen into Demacian Darius. If you open up a path like Fiora where all he really wants to build is damage, then he has trouble catching people and dealing his damage because he is a Juggernaut and doesn't have the flashy dashes that Fiora had.

If you want more interesting gameplay, I would suggest looking more towards his W active; a one point wonder that has no real interaction between his other abilities aside from just tanking damage while he spins. That is where there is potential.
