Why is it okay for an item to give a champion's ability?

Warmog gives Garen passive to anyone with more than 2750 HP. Sunfire gives Mundo W to anyone, and it's even permanent and free to use (Mundo W costs HP). Solari gives anyone Karma R+E, or close enough. Mikael lets people distribute Gangplank's oranges to everyone but themselves. Relic Shield gives anyone Malphite/Rakan passive.

Passive Unique - Captain: Grants +10% movement speed to nearby approaching allied champions.
Heck...back when captain enhancement was released it also gave speed boost to Minions.
Champions have HP but you can buy HP items.

lel janna is going to be so good at movespeed buffing allies she will take this and the elixer of iron and her team will fly to her XD
