He is unkillable, can make you sit for 5-6 sec and take his damage, and he does huge amounts of damage for the amount of cc he has. He's top like every other game this week (not sure why), and it only highlights his issues.
if you're ranged you can poke him if you're a bruiser you should match/surpass his damage if you're a tank you should be able to do the same thing if your early is really weak, naut is the least of your concerns when it comes to lane bullies
He's definitely not unkillable, especially before he gets any resistances built.
But you have to respect his all in potential w/ hook > Ult. My favorite instance of this where i was nautilus vs a yasuo and he tried to stay in the middle of the lane and farm while he was a bit above 1/2 hp, so i worked my way around the minions, hooked him after he did a dash, then ulted him to secure the kill.
If you arent playing a more tanky toplaner, such as renekton, you really have to respect the naut all in, remember tanks have higher base damages and poor scalings so they are still hitting w/ some force even when building full tank.
He is hard to kill, but doesn't provide any pressure at all. He doesnt do as much damage as people act like he does. So anyone who scales into late game also is a really good pick against him since he isn't going to stop you from getting gold without constant jungle assistance

Maybe i just don't know how to lane against him. I guess I need to focus on sustain early and not even worry about trying to kill him. It just sucks as melee that, whenever I go to cs, he gets a snare on my and a shield, and then another huge shield for like 10 sec if he wants. So he gets free poke and I get half my health taken at early levels.
Tanks are suppose to be tanky and can be hard to kill; that is what they are suppose to do.
What are they suppose to do otherwise - build nothing, but 
?
Anyway, I recommend that you learn to play against 
, as he is quite easy to beat in my opinion. :)
