Can someone please explain to me the purpose of promos?

Because I don't see the point in having them as they are. I thought acquiring rank would be about personal skill but promos just seem to be hitting the lottery so to speak. Is there gonna be a rank revamp for the next season because there are too many issues that I and many others have problems with promos, afks, trolls, and more bans. A Rioter response would be greatly appreciated on explaining these kinds of problems.

Promos are absolutely pointless xD Part of the reason I don't bother with ranked.
