Developing skins costs money.
If it's not going to give back a meaningful profit, there's no need to bother investing in a 1350/1820 skin for a champion.
YES, I FULLY SUPPORT THOSE WHO PLAY SAID LESS POPULAR CHAMPIONS WANTING SKINS, BUT THIS IS JUST PLAIN ECONOMIC SENSE.

And whats the excuse for some champs like lee and yi having 8+ skins (or sivir with 9 which sees almost no play for the last while) but champs like Rengar has seen lots of play sense realease but has 3.

There's also no reason as to why those champions shouldn't get skins becuase most of their old ones have any particles and are instead just model changes or even recolors.

^Some of these champions haven't even gotten newer skins yet they have a whole host of them.

doesn't get a skin because she's not uguu kawaii waifu, nyaa. Just because she's a woman whose frame isn't based off of Lux's, she got kind of a meh opening skin and hasn't even gotten touched since.
There are tons of ideas they could work with. Diversity encourages interest; of course nobody's going to latch to a champion who doesn't have any interesting skins, when they keep handing them out to big tiddy waifuz.

On the other hand, a Legendary skin for Mordekaiser would be pretty much only bought by his mains. Even if every single person that played him bought it, the popularity of Mordekaiser is so low as compared to others it would be inefficient. That's the main issue.
