Can you make Swain's ult use 1 mana/sec? Want it to help stack tear.
Just like Kassadin's W has this cost, I think swain's ult should have it for those that want to get 
. Every little helps when stacking it.

No. Last thing Swain needs is a buff and you shouldn't even build tear on him
That implies it's a toggle like the old and not a bomb on a fuse. Besides, Q should be spammy enough, given tear stacks are on a charge system.
Also, 
for tanky, scaling and mana stats, 
for AP, mana, and cdr.
