Would he be more interesting if he has a passive Laser upgrade from his Core item? IOW, enemies that get near him will get attacked by his laser without him having to do anything. Kind of like the automatically attacking ships in Warcraft 3 custom games that can buy various items that do that, well, it's kind of like what Turrets do.

SanKakU1 votesI just randomly thought of the idea. You could put it on some other champ, even a new one if you like. If you think he doesn't need this, that's fine, but to claim that he can damage stuff 'without doing anything' is preposterous.
He has delays on his abilities. Actually, all of his abilities have delays put in, although IIRC his ultimate didn't used to have delay. In any case, the delays might have given you the wrong impression of how he works.
