give flash a combat timer?
flash right now is a mandatory summoner spell on every champion in the game, maybe singed excluded. flash is a spell that can only be countered by having flash yourself. THAT fact tells us that flash is toxic. a mechanic is not balanced because both people can have it. a mechanic would be balanced if its a viable option AMONG MANY OTHER VIABLE OPTIONS. your mindset shouldn't be "i need flash and smite if im jungling, flash and heal if im adc, flash and ignite if im middle" ect.
My proposal is that flash should have a combat timer. this means that you cannot use flash for 2 to 3 seconds, depending on how it balances out, if you've taken damage from enemy champions. this means people like galio, ali, amumu, morgana and any other initiator will still be able to get right into the middle of the enemy team to do their business as usual BUT this will promote smarter game play and actually help out good junglers because it wont be a "get out of jail free" card for anyone how is playing lazily and not thinking about positioning or has no map awareness.
so what are your opinions on this?
