Armor pen boots?

the reason there isnt much flat magic pen, is because a large portion of the champion pool doesnt have scaling mr.

the mr values on items in general are much lower than armor values too. so the difference between armor and mr values on champions is really large, and you can easily achieve much higher armor values.

though i have to say im not a fan of adding even more armor pen to the game.

I think we actually might have gotten them a long time ago if Noxus beat Ionia in some event i don't remember. Instead since Ionia won we got Ionian boots of lucidity.

It was a choice of boots of lucidity or a new dorans item with spell vamp and healing i think. It was a long time ago but i think it was something like that.
