Wheres the ten ban?

I have been in multiple NORMAL DRAFT lobbies now and non have the 10 ban system. I am really confused cause it is suppose to be released now as of 7.11 being released. Anyone know if i'm doing something wrong or is it not out yet or is it just bugged? (and yes I do have the client updated.)

Yeah, honestly the wording on the notes is a bit confusing. "At launch" implies from the get-go, but I guess not.
