Swain is fine.
Is he?
He's at 47% winrate on average, routinely 43% or lower in high ELO.
Are you saying this because you care about the game and its balance - or because you don't have to play against his old version again?
I find it unjust that Swain was reworked so "safely" solely because of the level of complaining against him. I can think of half a dozen toplane champions who are still "cancer" if they get so much as a single kill, or even 20+ minutes in lane - but I never asked to nerf or rework them. But many people who never learned to play against Swain's old kit routinely and toxically complained about him - to the level where fighter hatred of Swain was considered a "meme" on these boards, and I was reprimanded just for defending him. I have generally been a defender of Riot in the past - but this rework was botched, and I have to say it. I have no idea why Swain's old kit was any more "bad for the game" than any other strongly snowballing champion. He was actually a lot harder to play skillfully than most of his detractors thought, and he provided a needed source of both tankiness/CC in the toplane that kept a lot of other "cancerous" toplane tanks and jungle assassins at bay.
It feels particularly bad because now I feel like the way to get a lane I can be long-term successful in is to do what I have always avoided, which is coming here to the forums to complain about balance, and to be a squeaky wheel - and to generally become the kind of person I have always disliked. I don't want to do it, but what do I do when my favorite champion - who was very close to a 50% winrate generally before the rework, and is now three to seven points below that - is reworked to pieces because others feel the answer to a lost game is to come here and complain about a champion they can't beat?
