The adjustment kleptomancy needs! (I think)

Kleptomancy is very strong on Ezreal and Sona. What do Sona and Ezreal both have in common? Spammable poke. So my idea is that you would add a longer cooldown to Kleptomancy but also increase the amount of gold it gives. These are the numbers I’m thinking,

Cooldown 3s to 15s Gold: 5 to 25 Item Chance: 50%

This would hurt Ezreal and Sona, who can easily and frequently proc it. It would also mean they gain less sustain from it. Yet it would also help those who cannot proc it often. Thoughts?

Or instead of a longer cooldown, the gold given could be based on the time between the procs. One second between procs could accumulate two gold (for up to 30 gold). This way the main abusers of kleptomancy won't be getting ahead of the curve while other users struggle using it due to lower proc intervals.

I think Kleptomancy is just faulty design. It's free gold so I don't get how anybody could think at Riot it won't be broken and unbalanceable. So, basically, if the gold/minute is high enough, it will be exploited, if not, then nobody will pick it, no real middle ground. The droprate of different items and such just doesn't really matter at the end. Imo, your "Cooldown 3s to 15s, Gold: 5 to 25" change would only widen the champ pool exploiting this broken item, not much else.
