I can agree that kayle is a pretty strong champion but honestly she has some clear weaknesses and strenghts. Her main issue top lane is her range, but that problem lies on everyone who has range.

Another reason why she's not really contested as much is because her early game is kinda meh until she gets her core items. She's a carry that scales into late game with the right items like adc do.

If you have problems with her mid, take someone with huge burst like annie or even Azir (not really huge burst but he's a good counter to her) or champions that can deal dot like swain or Cass.

If you have problems with her top lane go someone like irelia who can sustain herself and jump on her instantly. Anything with a gap close can generally give kayle nightmares in lane if played correctly, just don't get too greedy until her ult is on Cooldown.

An adequate nerf on her could be a nerf on her base attack speed and damage to tone her down a bit more but I'm not really sure she's in the need for some nerfs at the time.

If anything she needs some buffs. Kayle being strong or not all depends on if the items she uses are "broken" or not. Well, least she never feels completely useless when far behind.......she does have soft cc and a game changing ult.
