Why does Riot neglect some champions so much? (Not a rage post)

Hi everyone. I have been thinking about it and i cannot find an answer. Basically my question is : Why some champions that could become more reliable with just some buffs or fixes (i'm not talking about champs that need huge reworks) just do not recive any type of change in so many months?

For example? Sejuani. Sejuani got only 1 moment last year with cinderhulk patch where she was strong as hell and got nered to the ground (rightfully so). But things has changed while Sejuani did not. Right now she is not viable in jungle compared to most other junglers because of that change you made almost a year back now.

So why? she could become more decent just by moving up and down some numbers probably. Her early clear got butchered so much...

And that is just one of many, many champions that just constantly fly under the radar of Riot.

I repeat: This is not a rage post, i'm jsut trying to find an answer. A REASONABLE ANSWER. And don't start with "X is too strong, x would be op, and such". We are talking about reasonable little changes to champions that need it

She is playable sure, you can do well sure. But still she is behind compared to many other junglers. So why not fix her?

because then she'd probably be back to steamrolling every game

the only thing I'd change is the QoL they did with Mundo; make her W tick twice as fast for half the damage per tick, so it feels better to use

personally I think she should have the % damage on her W on-hit replaced with damage that scales off her own health but that's unnecessary

She wouldn't steamroll anything. her W nerf was big enough. HEr early clear is horrible.

She wouldn't be steamrolling, Riot nerfed Cinderhulk AND Sejuani's W damage (from 12% to 6%, half damage). They made BIG changes to her, they should add in some power to her, little numbers until she's ok, that won't make her winrate skyrocket anywhere.

Sej was nerfed because of cinerhulk, then cinderhulk was nerfed, and they didn't compensate her so she fell all the way down the totem pole. Riot just ignores champions that need work or nerf those that have already been nerfed to hell and buff those that way to strong just because of LC$BIGPLAYS.

Until the community joins together to right the wrong done to TwistedFate, you can expect that animosity among the devs toward certain champions will grow and spread, and the damage to the game and player base will not ebb before the Earth opens to swallow this desecrated soil.

I think the answer is a mix of popularity and balance ease. Some champs are more popular than others and therefore naturally receive more attention because that lets riot sell more skins and make more money. However I think ease of balance is also a question. Some champs (like Tryndamere) are just really difficult to balance properly because of their kits.
