Sudden impact is generally 10x better on most assassins/divers
Shouldn't it be in the sorcery page as a reward for landing CC - something non assassin midlaners generally have?

. Almost every assassin has an ability to impair movement. All the rune asks for is damaging an opponent effected by your slow.

They dont take cheap shot though. If anything its just an early game cheese rune overshadowed by sudden impact that should be moved somewhere else or buffed (or both).

It's still practically inferior in assassin runepages. Sudden impact helps alot more than cheap shot and scales better. Taking electrocute on the likes of 
says "I'm giving up my needs of CDR/utility which my kit revolves around to pidgeon hole my playstyle in a pick oriented kind"

If anything, runes based on condition are overall healthier than runes that give straight damage and nothing else imo. Minor cheap shot buffs would be great but without haphazard since it would make champions who arent actually struggling better i.e

TekkenPlayer1 votesIn theory, most mages/mana intensive/CDs up or die champions make a bigger sacrifice not taking sorcery primary -even the ones that have a quick burst pattern
Modl Ryden l1 votesDomination as a primary tree has nothing to do with the fact that cheap shot can be built on any champ with even with the most minor movement impairment. Therefore cheapshot and domination is not assassin-exclusive.
Nearly any and all champs can take cheap shot and still stack a fair amount of true damage.
All fantastic candidates for taking domination secondary using Cheapshot/Sudden Impact + Zombie Ward or + Ingeneious Hunter / Ultiamate Hunter. You can even go as far as to say they can make use of Domination Primary. All of which are not assassins.
Telling you now, get the notion that X tree is for X class and that Y class cannot ever use Y tree out of your head. You'll have more fun that way.
