I support Shen's sustain nerfs, but

Each champion has a role to fill. Sustain is something anyone can have some better than others. Vlad has resourceless sustain on his Q on a low cooldown. BUT HE CANT SHEN ULT. That must mean he is healthy and Shen deserves the nerf.

global presence is shen's thing. nerfing his sustain gives opponents more windows of opportunity to harass and poke without having their damage eventually nullified over the course of the next minute so that he can't ult into another lane with full hp as often

as long as vlad runs teleport top (which is extremely common) he can still appear in another lane with full hp as well because there are very few toplaners that he doesn't outsustain just because his level 9 q is that strong. yes, shen can have two teleports. he pays for that by having generally high energy costs. vlad doesn't even have to manage a resource outside of his own health costs, which are negligible as soon as he gets a revolver

unless they had their own sustain, shen was easily pushing champs out of lane just by outhealing them during and after trades with his q. he'll probably still be doing this after the nerf, but to a lesser degree

even still, other champs have being doing this for a while now and the most outstanding case of this had their nerfs reverted without any given context
