This may seem a bit too deep but i think tank items should be less effective on assasins or anybody who isnt a tank / bruiser. heres what i mean.
On 
Would give 500 Health and 50 Armor.
But On 
Would instead give 300 Health and 25 Armor.
Right is this too steep? i think it makes sense and would encourage people to build the champions normal items instead of this tanky bruiser yasuo / ekko bullshit every patch.

Or they could just nerf peoples fuckin base damage on their skills so building armor wont mean shit because you wont do damage
For example, base damage is so high that when she buys an AP item, You practically get 1 combod in 1 second flat.
Buys tank? 1 combos you in 2 seconds flat :] because her high base damage

is a Tank whose secondary role is Mage.
